Is WinPE 3.1 still capable of booting directly from CD/DVD?

I used to be able to boot winpe 2 (vistape) directly from a DVD rom without using ramdisk (wim), but for winpe 3 / 3.1 (win7), it always gave a blue screen of error STOP: 0x0000007E (0xC0000005, 0x8DEF0FDF, 0x80E125C4, 0x80E121A0) right after the boot animation.

Anyone happens to have a solution?
